Ingredients
  

  • 1 1/2 cups all-purpose flour
  • 1 cup granulated sugar
  • 1/2 cup unsalted butter, softened
  • 2 large eggs
  • 1/2 cup milk
  • 1 tsp vanilla extract
  • 1 1/2 tsp baking powder
  • 1/4 tsp salt
  • 1 cup unsalted butter, softened (for frosting)
  • 3 cups powdered sugar
  • 2 tbsp milk (for frosting)
  • 1 tsp vanilla extract (for frosting)
  • blue food coloring
  • edible sugar starfish
  • white sugar pearls
  • light blue cupcake liners

Instructions
 

  • Preheat the oven to 350°F (175°C) and line a cupcake pan with light blue cupcake liners.
  • In a medium bowl, whisk together the flour, baking powder, and salt until evenly combined.
  • In a large mixing bowl, beat the softened butter and granulated sugar for about 2–3 minutes until light and fluffy.
  • Add the eggs one at a time, mixing well after each addition, then stir in the vanilla extract.
  • Gradually add the dry ingredients to the butter mixture while alternating with the milk, mixing until smooth.
  • Spoon the batter evenly into the cupcake liners, filling each about two-thirds full.
  • Bake for 18–20 minutes or until a toothpick inserted into the center comes out clean. Let cupcakes cool completely.
  • Beat the softened butter in a large bowl until smooth and creamy.
  • Gradually add powdered sugar, then mix in the milk and vanilla extract until the frosting becomes light and fluffy.
  • Add blue food coloring and mix until the frosting reaches a soft ocean-blue shade.
  • Pipe the frosting onto the cooled cupcakes using a star piping tip and decorate with edible starfish and white sugar pearls.

Notes

For brighter frosting, use gel food coloring instead of liquid. Make sure cupcakes are completely cooled before decorating to prevent the buttercream from melting. You can also create a gradient ocean effect by mixing two shades of blue frosting in the piping bag.
